How the hell can someone be classified as a safe driver if they have not undertaken a test, have no insurance or tax????? All that tells me is why do we bother to pay for lessons, pay for insurance and get our car taxed and have an mot check as you can get away with not doing so and also take someones life and only end up serving 12 weeks.
